1Anunobi C. V., Njoku A. R. & Jibril A. A. (2018). Mechanism for Renewing and Maintaining the Library as the Core Access Point of the University Research and Learning Enterprise The roles of university libraries have evolved from the traditional resource ownership to global access enterprise. University libraries in Nigeria are expected to transform its operations and services to maintain it present role as access point for university research and learning. Success along this line revolves around the University librarian who is the Dean of the library and a principal officer of the university. It was observed that some university libraries are not performing as expected in this enterprise of global access – indigenous resources (repository) and subscribed databases access. Hence a research was conducted to ascertain the challenges that hinder the global access and perceived or already mechanism taken to maintain this core mandate. Data was collected from 20 university librarians along interview session with the President of Nigerian Library Association (NLA) and Chairman of the Association of University Librarians of Nigerian University (AULNU). It was found that the challenges of the university librarians are relative and more in the south east than other zones in Nigeria, university librarians have positive perception, and some are already engaged in innovative activities, stepping beyond the bounds of library through formal and informal activities to ensure that the transformational role of global access does not elude Nigerian university libraries. It is recommended that university librarians as leaders of the libraries should brainstorm and analysis the approach to the mechanisms which will yield visible result in the global access enterprise. 2Anunobi C. V. & Ape R. ( 2018). Promotional Strategies for Open Access Resources Discovery and Access The research was designed to determine the promotional strategies adopted by Nigerian university libraries to enhance open access resources discovery and access, as well as their support and perception on use of the resources. Data for the research were collected with a survey questionnaire using 50 university librarians in Nigeria through electronic mail and social media platforms. A follow up interview was used to elicit qualitative data from the university librarian. The quantitative data were analyzed using descriptive statistics and qualitative data were extracted to confirm and consolidate the data as collected. The results were presented as simple percentages, tables and charts. Nigerian universities are supporting the green and gold models of open access initiatives, though emphasis is more on the green model-the institutional repository majority of which were yet to be listed in the OpenDOAR. There was perceived high use of open access resources by faculty members in spite of very few who could not use the resources due to unawareness, lack of skill and institutional reservations on open access resources quality. Promotional strategies adopted include advocacy and infrastructural development with limited user survey initiatives. The ingenuity of the university library is important for Open Access Resources (OAR) promotion. Nigerian universities have made incursions into the support of OAR (www.nusoer.org) especially the green model which discovery and access are promoted through advocacy, infrastructural development and survey initiatives. Librarians and continuing professional development stakeholders could deploy the results to assess their status in OAR support and promotion. Nomenclature is a system of names or terms or the rules for forming these terms in a particular field of arts or sciences. It has a far-reaching impact on the mind. It also defines the status of positions. Therefore changes in librarians’ professional identity as a result of increased use of new technology in the performance of their routine chores seem, however, inevitable. Such application generates changes in the context of their work and ultimately necessitates changes in professional identity. This article explored various changing roles of the librarian in this digital age. It also identified the nomenclatures professional librarians in Imo State would prefer to be identified with and also gave some reasons they would favor such nomenclature. Descriptive survey research method was employed to investigate a total population of 68 professional librarians in Imo State. The structured questionnaire was used to collect data for the research out of which 57 representing 83.8% were duly filled and returned for analysis. Findings revealed that professional librarians in Imo State would want a change in nomenclature. The study also identified some of the nomenclatures they would prefer. It discovered that librarian, Information manager, information scientist and information professional are some of the nomenclatures they prefer. Finally, they gave reasons on why they prefer such nomenclatures. The study focused on ascertaining the availability and utilization of information resources and services in the special education centre libraries in South-East, Nigeria. The study was prompted due to the problems encountered by physically challenged student in the use of normal library services. Six research questions were posed to guide the study, while two hypotheses were formulated and tested at 0.05 level of significance. The study adopted survey research design, and used observational checklist and rating scale as data collection instruments. The sample size for the study was 430 comprising five special education staff and 425 special education pupils/students.Two-stage sampling simple random sampling was made. 40Emezie, N. A. and Igwe, K. N. (2017). Delivery of community information service as corporate social responsibility by librarians in Nigerian tertiary institutions. Various scholarly works, both conceptual and empirical, have reported the absence of libraryand information services provision to rural dwellers for addressing their information needs forsustainable development of Nigerian communities. Coupled with this is the absence ofcommunity information centers in the rural areas. Thus, a key question that keeps arising is:whose job is it to provide effective community information services (CIS) to rural dwellers in thecountry? This necessitated the study, with a view to ascertaining if librarians in academic institutions, considering their location in rural areas, will use the platform of corporate socialresponsibility (CSR) for the provision of CIS. Using four federal tertiary institutions in Imo andEbonyi states, South East, Nigeria, which are located in rural areas, it was discovered that librarians perceived such idea in the positive direction and also responded positively to the typesof CIS that could be rendered as CSR. Possible challenges that may affect the planning anddelivery of such CIS programme were also discovered, among which are financial implications, unavailability of communication gadgets and other requisite resources, absence of approval andsupport from the management of parent institutions, librarians may see such as additionalresponsibility without financial reward which may lead to resistance, and possible resistance ornon-acceptability by leaders and traditional rulers in the communities involved.Recommendations were made for academic librarians to take up provision of CIS as CSR foractualization of sustainable development goals in rural areas in the country. Indices of working condition as determinant of job performance of librarians in academic libraries in South-East Nigeria Working condition being implemented in various academic libraries could disrupt or enhance effective provision of information services by the librarians. This research investigated two indices of working condition as determinant factors on job performance of librarians in academic libraries in South East geo Political Zone of Nigeria. A total of 261 librarians were used for this study. The t-test statistical technique was used to test the two null hypotheses and all formulated at 0.05 level significant. The findings showed that the job security and disciplinary measures had no significant effect on job performance of librarians at (t-test = 0.7) and (test = 0.4) respectively. The general conclusion of this work is that these indices do not affect the performance of librarians in their work rather it can sometimes possibly trigger off infraction if not well handled, which can automatically affect the general productivity of such libraries. The study recommended that the management should dissuade libraries from placing much reliance on their job security to engender enhanced productivity rather they should seek alternative ways to motivate staff. Caution should also be taken when executing disciplinary measures on staff so that it will not turn out to trigger infraction which will undermine job performance of workers. Key words: Job security, disciplinary measure, job performance, librarians, academic libraries. Overcoming Big Data Mining Challenges for Revolutionary Breakthroughs in Commerce and Industry ‘Fadama Project’ is a World Bank assisted programme at the grassroots in Nigeria with the university as one of the collaborators. The bulk of the fund came from the World Bank while Federal government secured the loan and state paid counterpart fund and local government paid a token for their benefiting community. The community assessed the loan as cooperatives. Money invested is expected to bring return to investment after a gestation period. Disbursement was in stages tied to payment of counterpart fund, physical structures constructed and an audited account of the previous amount extended. Irrigation ensured pasture and farming all year round which provided food (man), feed (animal) and raw materials (industries). The programme created employment and reduced poverty. Storage facilities (silos) and cold rooms were constructed by communities. The projects were owned and managed by the participating communities giving room for sustainability. New and modern farming techniques passed down were accepted. In the past this failed because the farmer was not involved from onset. The farmer due to lack of capital and reluctant to accept new ideas for enhanced production had remained on subsistence. Keywords: Fund, food, feed, poverty reduction and employment. Biometric measurements of body and internal organ traits of indigenous chickens on free range in south Eastern, Nigeria. A biometric study of the body conformation and internal organs of the indigenous chickens of free ranges in rural areas of Imo State in South-Eastern Nigeria was conducted using 5 local government areas. It was observed that the predominant plumage colours were black (51.25%) and brown (36.25%) for the hens while the cocks were predominantly black (30.36%) and red (25.01%). The dressed colour of the birds was majorly yellow and while comprising of (70.68%) and (29.32%) for the hens and (77.75%) and (22.25%) for the cocks, respectively. Shank colour was black (95.4%) and white (4.65%) for the hens. While the cocks were (54.24%) black and (46.76%) white respectively. The mean shank length, neck length and back length of 6.725±0.30 cm 11.11±0.20cm and 17.77±0.29 cm were estimated for the hens, while the cocks had mean shank length, neck length and back length of 7.79±0.13cm, 11.35±0.30 cm and 18.29±0.44 cm, respectively. The mean body weights of the hens and cocks were 868.48±21.18g, and 1032±57.84g, respectively with cocks being significantly (P<0.05)higher in body weight and back length than hens. The mean biometric and internal organ measures of chickens per local Government Area (LGA) were also investigated with no significant (P>0.05) differences among chickens in the five LGAsexcept for weight of proventriculus and full intestine. Regression equations for the prediction of body weight using the biometric and internal organ measurements were obtained under two functional forms (linear and semi-log) which showed a weak coefficient of determination (R2) ranging between 7.5 to 24.3% for biometric measurements, and a strong coefficient of determination (R2) ranging between 21.4 to 98.89% for internal organs. There was no significant correlation (r) shown between internal organs and body weight. Therefore, indigenous chickens of South-Eastern Nigeria exhibit wide variability among phenotypesin terms of physical appearance, biometric measurement and internal organ characteristics. More so, the internal organs can be predicted more effectively than biometric measurements by the body weight, using regression models of the two functional forms; and significant indirect selection can be made to improve internal organs like gizzard weight using the bodyweight, due to significant correlation coefficient established. 50Mbagwu, F. C., Ozioko, R. E. and Ogueri, E. (2017). The extent of information and communication technology (ICT) infrastructure application in library and information science education in Nigeria. The study sought to examine the extent of Information and Communication Technology (ICT)application in Library and Information Science (LIS) education in Nigeria. It looked at what formed the stumbling block to this ICT application. But first it x-rayed LIS courses in the undergraduate curricula of Library Schools that require ICT infrastructural application. Descriptive survey design was employed. Questionnaire was used to elicit data from the librarians. Other methods used to obtain data for the study include documentary evidence and checklist. Descriptive statistical techniques such as mean and standard deviation were used to analyse the data collated. Findings of this study revealed that dearth of ICT infrastructure affect its low application in teaching and learning. The LIS educators do not actually apply in their teaching the ICT infrastructure in the available ICT related courses because of large class size, erratic power supply, inadequate infrastructure etc. Hence this affects the LIS professionals because they come out not having enough ICT skill knowledge. This study recommends: increase in the number and acquisition of more different types of ICT training infrastructure, awareness creation on the importance of application of ICT infrastructure, standardization of the types and number of training facilities and ensuring their actual implementation in teaching and learning in library school programme in Nigeria by LIS professional bodies. It also recommends resource sharing to curb inadequacies of this infrastructure among others. This study concludes that when these are implemented library schools will not only compete favourably with other information related fields but live up to their expectations of producing librarians who will use the ICT tools to offer the type of services required and needed by information seekers in our contemporary society. 51Mbagwu, F. C., Okoye, I. B. and Anyanwu, A. I. (2018). Pedagogy in Library and Information Science Programme in Nigeria. The attitude of some of the library and information science instructors (LISIs) to continue to teach students with pedagogies not aligned with the changing trend in today’s information environment has been identified as one of the reasons why there is low job performance among librarians in their workplaces in Nigeria. This study is aimed to find out the most preferred pedagogy adopted by LISIs in the University based library and information science school programme in South East, Nigeria. A structured questionnaire was designed and distributed to 138 librarians with the help of research assistants by face to face contact. The questionnaire contained both closed and open-ended questions. All the 109 respondents that responded to the questionnaire preferred to use lecture method for convenience sake even though most of the instructors knew that it is not the most beneficial for students.
