The Vice-Chancellor of the Federal University of Technology, Owerri, Prof. Francis Chukwuemeka Eze has said that World Bank projects being strategic in nature are exclusively meant for serious-minded institutions and establishments and the initial impression of the efficiency or otherwise of the project implementation has a lot to say about the implementing agency/institution.
